Blocking harmful content has become a key issue for all social media platforms. Governments in 41 U.S. states have filed lawsuits against Meta (Facebook), claiming that the excessive addictiveness of Facebook and Instagram harms minors’ mental health. The European Commission (EC) has also requested information on measures related to blocking harmful content. As such, governments around the world have recognized the issue of harmful content on social media platforms and are introducing institutional measures to block it.

Traditionally, harmful content blocking technologies relied on hash-based blocking. Hash-based methods automatically processed identical content based on the hash value of content reported by users. Recently, technological trends have shifted away from simple image hash-based processing toward machine learning–based approaches, such as developing and applying ensemble-based “adult (spam) image recommendation/detection systems.” However, ensemble-based blocking technologies are still at an early stage of development.

Korean startups are also developing AI-based harmful content blocking technologies. Filer Co., Ltd. (CEO: Jaeho Oh) successfully raised KRW 10.5 billion in Series A funding after its AI-based harmful content blocking technology was recognized. Filer’s solution, AiD, blocks advertisements from being displayed alongside harmful or inappropriate content—such as adult content, hate-inducing material, or content that encourages misconduct—that could damage advertisers’ brand images. The company’s technological capabilities have been recognized in the video AI field, including publishing a paper on proprietary video search technology at CVPR (Conference on Computer Vision and Pattern Recognition) in 2023 and receiving an award at ICCV (International Conference on Computer Vision). With this investment, the company plans to strengthen its in-house model development capabilities and lead the market as a safety-focused startup.

Another Korean data company, JiranJigyo Data Co., Ltd., developed a technology that verifies harmful content based on DNA (feature) generation, enabling the blocking of pornographic content even when codecs change. This approach addresses issues caused by hash value changes, improving blocking accuracy while preventing over-blocking. Additionally, ToLink Co., Ltd. has developed harmful content blocking technology using blacklist URL databases and DNS analysis, enabling risk-based monitoring and blocking. This technology also supports user-customized blocking and helps prevent personal data leakage.

The BLT Patent & Law Firm Research Center stated that “the harmful content blocking market is expected to experience dramatic growth, and these technological changes present new opportunities for companies through related technology development.” It further noted that “securing rights for AI-based hash analysis and DNA-based content analysis technologies will be a sound strategic approach.”
